Mr. Victor Locoro
Mr. Victor Locoro is a lecturer in the Department of Community and Disability Studies in Kyambogo University. He is one of the two staff of the department who founded the department in 1996 at the former Uganda National Institute of Special Education. Mr. Locoro holds a Master of Philosophy in Special Needs Education from the University of Oslo, Bachelor of Education degree from Makerere University, Diploma in Education from the Institute of Teacher Education Kyambogo, Certificate in Distance Education from International Extension College Cambridge, and certificate in Communication and Deafblindness from the University of Groningen. His main areas of work are Community Based Rehabilitation and Special Needs and Inclusive Education training. He has published a number of papers in these fields.
Mr. Locoro is an active disability rights advocate in Kyambogo University and within the disability movement in Uganda. He served as Member of Kyambogo University Council representing people with disabilities from 2004 to 2012, and has served as Member of the University Staff Development Committee representing his Faculty from 2004 to date. He was the Chairperson of Kyambogo University Academic Staff Association from 2006 to 2010, during which time he struggled and successfully achieved retrospective appointment of, and salary arrears for, staff from the institutions merged into Kyambogo University. He initiated the development of the Kyambogo University Policy on Disability in 2006 and lobbied three other universities in the country to develop their own. Mr. Locoro also served as Treasurer on the Board of Directors of Uganda National Association of the Blind from 2003 to 2015. He is now a Member of the Uganda National Council for Higher Education representing people with disabilities since 2011. He has mentored many within Kyambogo University and the disability fraternity in the country. This is his pride.
